Communities not located inside the basin would not be allowed to divert water from the Lakes unless their proposal is approved by all 8 Great Lakes states' governors.   The Compact is making progress in the region. Quebec, Ontario, Minnesota, Wisconsin, Illinois, Indiana and New York have passed and ratified the document. Meanwhile, Michigan and Ohio have passed the legislation in two chambers and only needs to be ratified, and Pennsylvania has passed it in one chamber.
