Great Lakes - St. Lawrence River Basin Water Resources Compact (U.S.) and the Great Lakes - St. Larwence River Basin Sustainable Water Resources Agreement (U.S. and Canada) are working to protect the Lakes from water diversions from the basin. Communities not located inside the basin would not be allowed to divert water from the Lakes unless their proposal is approved by all 8 Great Lakes states' governors.
The Compact is making progress in the region. Quebec, Ontario, Minnesota, Wisconsin, Illinois, Indiana and New York have passed and ratified the document. Meanwhile, Michigan and Ohio have passed the legislation in two chambers and only needs to be ratified, and Pennsylvania has passed it in one chamber. If the Compact is passed in the region, it must also be passed in Congress.
